LaMont Jones Jr. Post-Gazette Staff Writer Sala Udin, an unsuccessful candidate for the 6th District Council seat Democratic nomination, alleges widespread fraud in the May 18 primary and is seeking a new election. In a news release distributed last evening, Udin announced that he filed a petition in Allegheny County Common Pleas Court yesterday asking that the election of Christopher Smith be set aside "because of widespread, systematic fraud and abuse of authority by election officials throughout the sixth council district" Udin said he was challenging both Smith's election to fill the remainder of the late Jake Milliones' term, which ends in January, and Smith's selection as the Democratic nominee for a full term on council. "All day long" during election day, Udin's statement said, "we received complaints from our poll watchers and poll workers that election officials were going into the voting booth with voters or turning their heads while other unauthorized persons went in." He said election officials were observed intimidating poll watchers and distributing literature of Democratic Party-endorsed candidates.

In one case. Udin said, an election constable wore a cap and T-shirt urging support for Smith, whom the Democratic Party had endorsed. Smith could not immediately be reached for comment. In the primary, he won election to a four-year term as well as the remainder of the late Jake Milliones' term. Udin, who served as executive assistant to Milliones, said he was unsure what the courts may decide because the election abuses have become so "entrenched" that they might be considered normal and legal.

"I don't think anyone has really challenged the system before," he said, "so it's hard to say what the courts will do." Where once the LRVs operated on an exclusive right-of-way north of the transit tunnel, they now operate on city streets in mixed traffic and encounter extra traffic lights. The LRVs also have to deal with an 800-fobt section of single-lane track on Arlington Avenue on which the vehicles are limited to one direction at a time. Caroyln Wood, 49, of Upper St. Clair, rides the trolley every day from South Hills Village to Downtown. Yesterday, she caught a morning trolley at 8:11 and arrived Downtown at 8:55, a ride that was about 15 minutes longer than usual, she said.

"It wasn't too bad. It just took longer," she said. McNeil attributed some of the morning's glitches to, riders who turned out earlier than probably to be sure they would arrive at work on time. After about 8:15 a.m., most cars headed inbound with empty seats. Another problem for some riders centered on the 20-minute intervals in shuttle service between Downtown and Station Square, where people park-and-ride, work, visit or transfer to and from the Mononga-hela Incline.

"If you just missed SL Subway Local, it could be a wait," McNeil said. At this time, she said, PAT has no plans to add another SL trolley. a.m., making the ride 15 to 20 minutes longer than usual. But the ride home was much more crowded than the ride to work. Til have to think about this tomorrow," she said, making like a gymnast to let another rider pass by.

"I think they're going to lose some riders." PAT hopes to alleviate the overcrowding this morning by re-establishing inbound service that originated in ML Lebanon for years, but was dropped as part of the tunnel-closing detour strategy. The trips from Mt Lebanon station will depart at 7:15, 7:30, 7:57 and 8:07 a.m. today, with the possibility that a 7:45 a.m trip will be added later. The idea is to start with empty cars that will have capacity for riders who five along the route through Pittsburgh neighborhoods. McNeil also said some cars may not make a complete round trip from Downtown to South Hills Village in the morning.

"We may short-trip them and keep them where the riders are concentrated," she said. McNeil said that although officials were satisfied with yesterday's game plan, "We're still on a learning curve. Our people have been evaluating the plan. We will work out the problems." the second time he had been convicted in the case, and he immediately was sentenced to life in prison. "We're very relieved," said Dennis Donati of Lower Burrell, the victim's brother and a science teacher at Valley High School of New Kensington.

"Hopefully, we won't have to do this again," said Donati, who testified in the trial along with his wife, Janet. Bolt was convicted of the same crimes in 1990. He and Robert F. Myers 25, of the Natrona Heights section of Harrison, were accused in the 1989 killing of Dolores Donati of Arnold, a manager of the Cheswick branch of Pittsburgh National Bank and a veteran mezzo-soprano with the Pittsburgh Opera chorus. Bolt and Myers were sentenced to life after separate trials.

Bolt won a new trial after the state Supreme Court ruled that Westmoreland County Common Pleas Judge Bernard F. Scherer improperly answered a question from the first jury. "We did our very best," said defense attorney Ned Nakles Jr. "He got a fair trial, but I'm disappointed with the outcome." Convicted again in killing, Arnold man gets life term By Wash Gjebre Post-Gazette Staff Writer They've had to sit through three grueling trials, and now relatives of murder victim Dolores Jean Donati hope their long ordeal is over. ,1 A jury deliberated Friday and yesterday before finding Michael Bolt, 28, of Arnold guilty of second-degree murder, burglary and conspiracy to commit burglary.

OBITUARIES Patsy Christmas, mayoral candidate in Oakmont primary Patsy "Jay" Christmas, who made an unsuccessful attempt to win the Republican nomination for mayor of Oakmont last month, died yesterday in St. Margaret Memorial Hospital. He was 66.

Mr. Christmas collapsed at his Oakmont home and was rushed to the hospital but never regained consciousness. He was the owner of the former Yankee furniture store in Lower Burrell and he was retired from the Joseph Home Co. furniture department. Mr.

Christmas lost the May 18 Republican primary in Oakmont to incumbent Mayor Donald H. Eaton by an unofficial tally of 605-217. Mr. Christmas, an Army veteran, was on the board of directors of Riverview Community Action Center and he was a volunteer at St. Margaret Memorial Hospital.

Survivors include his wife, Irene Solomon Christmas; a daughter, Leslie C. Gelesh of Akron, Ohio; two brothers, Ronald "Mickey" of Oakland and Charles "Spike" of Plum; three sisters, Dorothy Pochan of Aberdeen, Patricia Bauer of Bradenton, and Barbara Cooney of Sarasota, and one grandson. ELSEWHERE Philip E. Hoffman, 84, who had served as U.S. representative to the U.N.

Human Rights Commission and as president of the American Jewish Committee, of cancer Sunday in Livingston, N.J. President Nixon appointed Hoffman to the U.N. post, which Hoffman held from 1972-1975. He was president of the American Jewish Congress from 1969-1973. W.

McNeil Lowry, 80. a former vice resident of the Ford Foundation who elped make the institution the largest nongovernmental patron of the arts, of cancer Sunday in New York. Lowry, a former newspaper editor, joined the Ford Foundation in 1953. Under his guidance, it expanded its arts program, extending grants to dance and art schools, filmmakers, music conservatories and writers. He retired in 1974.
