But we have different ideals than they did. We're patriotic." Lamm, 20, works as a salesman at Eide's record store, Downtown, where his mohawk is no more severe than those of the rock stars whose pictures grace the covers of the albums he sells.

Alan Peters, bass player for Circus of Death, fits right in at his full-; time job. Peters, 21, is a skinhead. His skull is shaved closer than Don Johnson's face. Such an appearance I is perfectly acceptable at the U.S. Army Corp of Engineers, where he works as a civilian in the office of public affairs.

Still, he gets his share of harass-; ment on the streets. "Almost every day, someone will walk past and tell me to get a haircut," he said, running a hand over his bald scalp. "Now, you know there's something wrong there. They're lashing out in ignorance." Sometimes, though, they lash out in violence. Shawnna Biondo, 17 and one of the few punks at her high school in Delmont, says she got into a fight when another girl went too far in ridiculing her spiked hair and heavy makeup.

"I get harassed at school every day, but one day I was in a bad mood and this girl kept going at me and wouldn't let up, and then she finally pushed me. So I punched her. I didn't Stockman's (Continued from Page 21) stand out as more obviously abstract and limited, perhaps even naive. Later, for instance, his fiscal mission completely frustrated, Stockman admits, "Now the scales had fallen from my eyes. I was finally beginning to see that raw hunger for power was as important a part of the equation as pure ideas.

Hmmm. This David apparently confronted Goliath without a slingshot. The old school of practical human experience that gives politics and political biography a rich flavor "doesn't provide many lessons in his And this becomes important when trying to understand the much more obvious purpose of this book, the writing of perhaps the lengthiest accounting in American history of a stewardship of the Office of Management and Budget. For not unlike a great many people who make careers in Washington and his was not remarkably durable Stockman's pre-eminent quality appears finally to be that unexplained force of ambition that he claims to have acquired on the tomato farm. Everyone knew she provoked me." Job hunting can be a problem for a punk. Vince Curtis, 24 and a guitarist for Half Life, graduated from the University of Pittsburgh last year with a B.A. in English and has held only odd jobs since. This condition, however, he attributes to the normal post-graduate indecision that has plagued English majors from time immemorial. Still, it's hard not to notice that his hair is sticking out in eight or nine multi-directional points.

This, perhaps, is what the Statue of Liberty's crown might look after a wild night on the Staten Island Ferry. "I try not to compromise my appearance," said Curtis, whose jacket was festooned with buttons. "Better active today than radioactive tomorrow," read the one from Icons of Filth. What, exactly, are punks trying to say to the world? "How about, 'Get away from me and leave me alone'?" Curtis replied. But surely he realizes that his appearance draws the kind of attention that guarantees the opposite? "Look," Curtis explained, summing up a unifying theme of punk-dom, "When you're in high school, people tell you you have to fit in.

But I'm not going to spend the rest of my life doing what they say, working in a stupid corporation and stepping all over other people to get ahead. I hate being told what to do and how to dress. This look is instant identification with other people who feel the 'Triumph' case is his refreshing confession of personal failure to turn American fiscal policy around and of unwilling complicity in the political dishonesty that carried the government balance sheet into uncharted depths of red ink. In other words, Stockman takes the sensational ingredients of his famous interviews granted to William Greider for publication in the Atlantic Monthly and elaborates on them mightily. This is interesting, if well-worn, territory.

Ronald Reagan, as so often observed elsewhere, comes off as a president who commands without grasping complexity and without a firm hand on his staff. To keep Reagan's mind on the national balance sheet, Stockman schooled him in the fine points of budgetary trade offs by using a multiple choice quiz. Nonetheless, for a fuddy-duddy, Reagan is surrounded by surprisingly overbearing associates, including Donald Regan and Caspar Weinberger. Both receive, and convincingly so, much of Stockman's blame for the huge deficits that will be an Victor Costa celebration! dressing redefined in his bpringSummer collection. 4-OZ.

Adams-Rack Virginia Kaye Adams, of Squirrel Hill, and Francis Collins Rack, of Columbus, Ohio, were married May 17 in Miller Chapel at Princeton Theological Seminary, Princeton, N.J. My hair is a superficial barrier between me and stupid people, said Tony Angelo, 20, who wears a long "devil's lock" hanging down the center of his face. Every so often, he blows it out of his way with a quick gust of breath. When it falls back down he hardly seems to notice. "You get used to it," he said. Angelo, also of Circus of Death, and his girlfriend Daphne Roberts, are students at Pitt where the number of fellow punks is small indeed.

"I don't mind being one of a few," he said. "Just seeing one other person like you is enough to get you through the day." At least, it used to be, when the look really meant something. But these days, real punks bemoan the co-opting of their style by so-called social scene punks, who wear the look when it suits them and "clean up" when it doesn't. "They wash their hair out and change their clothes to see their parents," said Curtis. "I have no respect for them." Added Zellers, "Take a guy who is hanging out at an 'in' place, wearing the latest classic spike-head style and a button that says, 'Why be That's the height of hypocrisy.

I want to shake him by the shoulders and wake him up. So instead of doing it physically, I do it with my appearance." Then he crossed his arms and added with finality, "Real punks are always punKs. no victory outstanding legacy of the Reagan presidency. Early Reaganomic theorists like Paul Craig Roberts and Jude Wanniski, meanwhile, come off as the crabby Merlins of supply-side economics. It is a mistake to approach this dook with large expectations.

However, accept it as a frustrated conservative insider's instant historical analysis, and you'll be able to glean some instructive anecdotes about the badly informed frenzy of decision-making that shaped the Reagan administration's monumental early fiscal decisions. The misshaping of this administration's spending policies has depended upon much failed personal chemistry and many complicated intrigues, and Stockman does not fail to make that point.
